CALL TO ORDER

Chair Kehoe called the meeting to order at 7:32 p.m.  He announced the exit locations in accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


AMENDMENTS TO AGENDA

RECOGNITIONS AND AWARDS

Beautification Commission Awards for August 2010

Pat Sirois, Chair of the Beautification Commission, announced the winners of the awards for August 2010: The Larson Family, 236 Main Street (who could not attend this evening) and Cabela’s, 475 East Hartford Boulevard North, which was presented to Terry Carter, the Customer Service Manager for Cabela’s.

Ms. Sirois thanked the recipients of the August Beautification Awards for making East Hartford a prettier place to live.


Girl Scouts of America’s Silver Award: Rachel Forte & Kim Wolkon

Chair Kehoe read the following proclamation into the minutes:

P R O C L A M A T I O N

WHEREAS, Rachel Forte, along with fellow Girl Scout, Kim Wolkon, took on the task of cleaning and repairing equipment at Town parks to earn Silver Awards; and

WHEREAS, together, they painted over the graffiti on poles, benches, pavilion floor, a rock dedicated to the founders of Foran Park and cleaned and painted benches at Martin Park; and

WHEREAS, they scrubbed, cleaned graffiti off the children’s playscape and painted the baby swing and scraped, repaired and painted the larger swing set; and

WHEREAS, on many days throughout this project, they picked up litter at both parks; and

WHEREAS, through the dedication, time, and talent of volunteers such as Kim, the Girl Scout Program has taught many young women, grades K through 12, the importance of taking pride in your town and emphasizes helping others and community service.

NOW, THEREFORE, I, Melody A. Currey, Mayor, join with members of the Town Council to express our appreciation and congratulations on earning the prestigious Silver Award to

Rachel Forte & Kim WOLKON

and applaud the commitment Girl Scouting has made to America’s girls and their local communities.


Mayor Currey introduced Roger Moss, Director of Parks and Recreation Department, who presented the proclamations to Ms. Forte and Ms. Wolkon.  Ms. Moss distributed to the Council a copy of the power-point presentation that the young women put together for the Parks Department.  Ms. Forte and Ms. Wolkon explained what the Silver Award is and what is needed to attain that goal.

Mayor Currey, Mr. Moss and the entire Town Council thanked them for a job well done. Chair Kehoe also acknowledged the young ladies’ parents for their support and guidance.


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Mayor Currey distributed a pamphlet from the American Red Cross that is a hurricane safety checklist.  Copies are available in the Mayor’s office and in front of the Town Council office.

COMMUNICATIONS AND PETITIONS

East Hartford Health Department: Certificate of Recognition

Chair Kehoe announced that the East Hartford Health Department has received a certificate of recognition for their efforts protecting the
public during the state-wide H1N1 Vaccination Campaign.


On-Call Service Contracts – Year Ended June 30, 2010

Chair Kehoe briefly explained the conditions of Town Ordinance §10-6(a) and the compliance with that ordinance.  The town has five outstanding on-call contracts which will be in effect for a maximum of five years from the date of the award of the contract or for a maximum dollar amount of $100,000, whichever comes first.

Revised Job Description: Children’s Librarian

                that the Town Council, acting as a Committee of the Whole for the
Personnel & Pensions Subcommittee, approve the revised job description
for Children’s Librarian, by approving the addition of the words “or
equivalent experience” to the “Job Qualifications” category, as outlined in a
memo from Human Resources Director Ron Savitski, to Mayor Melody A.
Currey, dated August 20, 2010. (see below)

TOWN OF EAST HARTFORD

TITLE:           Children’s Librarian                                   LEVEL: 7
DEPARTMENT: Library                                             DATE:  9/7/10

GENERAL DESCRIPTION:
Works under the general supervision of the Library Director.  Plans, organizes, and supervises library program for pre-school, elementary, and young adult library users.  Performs professional library services in assisting library patrons in the selection and use of library materials.

ESSENTIAL JOB FUNCTIONS:
  • Receives oral or written directions from the Library Director.
  • Plans and organizes work according to season of year, special events, and regular library schedule.
  • Assigns work to library technical assistants, clerks and support staff.
  • Develops and conducts programs for children and young adults to encourage reading, viewing and listening skills, and to use library facilities and materials.
  • Examines professional publications and other sources for selection of books, periodicals, and related materials.
  • Helps build collection of books, periodicals, and communication materials through consultation with Director, staff members, and independent selection.
  • Assembles and arranges displays of books and other materials.
  • Oversees the transfer of information in processing circulation, registrations, overdues and billings.
  • Develops brochures, booklets, and newsletters to publicize the services and resources of the library.
  • Prepares reading lists for school and community distribution
  • Provides training and supervision to library assistants, clerks, and volunteers.
  • Participates in the selections and evaluation of library support staff.
  • Opens and closes library building according to security procedures.
  • Prepares regular narrative and statistical reports for the Director.  
  • Reports goals achieved to the Director.
ADDITIONAL JOB FUNCTIONS:
  • Organizes programs and activities with school librarians, teachers, parent’s groups, and community organizations.
  • Conducts story-telling programs for pre-school children.
  • Arranges programs using volunteers, artists, and others.
  • Assumes responsibility for library in absence of Director and Assistant Director.
  • Attends meetings and participates in professional library organizations.
  • Performs general library work as needed.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Artistic skills used in creating posters, displays, etc. highly desirable.
  • Ability to relate and interact with school and cultural organizations needed.
  • Ability to prepare and deliver brief, concise and attractive reports of library services and facilities both orally and in writing.
  • Ability to work effectively with library staff and patrons.
  • Ability to understand and implement modern automated library procedures including Connect circulation and bib maintenance, Internet, on-line and stand-alone CD-ROM products and databases, Request, OCLC products, E-Mail, WP5i, PC applications, Kids Cat, and Macintosh computer.
PHYSICAL AND MENTAL EFFORT, AND ENVIRONMENTAL CONDITIONS:
  • Works in office setting subject to continuous interruptions and background noise.
  • Includes exposure to video display terminals on a daily basis.
  • Ability to operate equipment requiring eye and hand coordination and mechanical aptitude.
JOB QUALIFICATIONS

  • Master’s Degree in Library Science, including course work in specialty and three years of library experience, including one year of supervisory experience, or equivalent experience.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Pat Harmon (1) inquired on when the sign indicating no left-hand turn will be installed near the entrance to Stop & Shop off of Forbes Street; (2) asked when a permanent Development Director will be hired; and (3) questioned when the position of Assistant to the Mayor will be filled.

Eric Thompson (1) asked if the Interim Development Director would be considered for the permanent position of Development Director; (2) requested an updated list of delinquent taxes owed the town – both real estate and personal property taxes; and (3) inquired on businesses that are delinquent on their taxes.


OPPORTUNITY FOR RESIDENTS TO SPEAK

Susan Kniep, 50 Olde Roberts Street, (1) urged residents who are delinquent in paying their taxes to contact the Tax Collector and set up a payment plan; (2) asked that the town audit the Podunk Bluegrass Music Festival; (3) suggested that spouses of town officials be held to the standards of the town’s ethics ordinances; and (4) stated that there are parking and noise issues on her street that stem from events held at the Mt. Carmel building.

The following citizens came forward to comment on excessive noise and speeding on Central Avenue:  Todd Matthews, 81 Central Avenue; Michael Simkewicz, 58 Central Avenue; Martin Kamm, 95 Central Avenue; and John Badura, 33 Central Avenue.

Mayor Currey stated that she will be coordinating a meeting with the East Hartford Police Department and invited the residents of Central Avenue to attend so that their concerns can be discussed.
